What is the difference between User Assigned and Level Assigned Sheets?

When creating a standard model or cube sheet users have the option to select either a User Assigned or a Level Assigned sheet. It can sometimes be difficult to understand which is more appropriate, and what the difference between the two are. 

Level Assigned Sheets are assigned to specific levels - anyone who owns the parent level or its child levels will be able to view the data on the sheets. 

User Assigned Sheets are assigned to specific users and no not take into consideration level access.
