Yes, formatting can be added to Web Reports through Report Properties or Element Properties. Make sure you choose carefully where you set the formatting. If you are wanting a format that applies to the entire report, you can leverage Report Properties, however if you want more specific formatting applied to particular rows or columns, you should use Element Properties.
